Who Are We?

A community Policing Forum works on the premise that the most effecitve way of addressing local anti-social behaviour problems is for relevent angencies and the community to work together in an integrated and co-ordinated manner.

In short Swords / Balbriggan Community Policing Forum is a partnership approach to addressing and solving issues arising around drug and alcohol related anti social behaviour and community saftey. The forum builds on the existing relationships between stakeholders including An Garda Siochana, and the local authorities and most importantly, the community. By working together we aim to develop joint solutions to the problems that affect us all.

Why was the forum established in Swords and Balbriggan?

Swords / Balbriggan Community Policing Forum is setup as part of the provisions contained in the Carda Siochana Act 2005. Specifically, this project was developed through the North Dublin City & County Regional Drugs Task Force (RDTF). CPF projects are part of the actions within the Supply Reduction pillar of the National Drugs Strategy (NDS) and are funded by the Department of Community, Rural and Gaeltacht Affairs.

The establishment of the Project in both Swords and Balbriggan was a result of a research report ‘Removing the Boundaries’ (2007) which identified a need for a more cohesive approach to community policing in the Swords & Balbriggan areas.

What type of work do we do?

The community Policiong Forum is an independant body who aim to build community capacity, develop links and further  enhance communications between the residents of Swords and Balbriggan, state agencies, local authority amd An Garda Siochana. One of the most important elements of our works is the facilitation of public meetings (more information overleaf).

We also actively encourage the development of residents groups or associations. If we have not met with your groups or if you have any issue we can help you with, please contact your local development worker.

What role does the local community play?

The people of Swords and Balbriggan are central to the Community Policing Forum. We aim to provide you with an opportunity to identify and address local drugs and alcohol issues in a co-ordinated manner. A number of community representitives have been elected to sit on the Forum Board. This board also consists of senior Local Authority officials and senior ranking members of An Garda Siochana and a number of elected Public Representitives. It’s primary role is to monitor the outcome of the public meetings. The role of the community reps on the Forum Board is to ensure the participation of the community in the partnership approach to matters raised at the public meetings.

Public Meetings

This is one of the most important aspects of the Policing Forum. Public meetings are an opportunity for members of the community to bring to light any issues that they may have with the community regarding community safety. This can range from drug and alcohol related issues to anti-social behaviour within the local community. Members of the Community Gardai and Fingal County Council will attend these meetings to listen to the community, and agreements can be reached regarding future action to be taken.the intention is that once issues are raised at these meetings, appropriate action will be taken to tackle the issues of concern to you, the residents of Swords and Balbriggan. Feedback wil be given at the next public meeting.

The success of these meetings will depend on your involvement. Anti-social behaviour is something that affects us all. Each contribution is important and all views will be welcome.

 What are Swords/Balbriggan Community

Policing Fora?
  • A Community Policing Forum brings togetherrepresentatives from the Local Authority, An Garda Siochana, Elected Public Representatives, andrepresentatives of the community and voluntary sector todiscuss and make recommendations on matters affecting the policing of an area with regard to reviewing crime,disorder and anti- social behaviour, including patterns and levels of misuse of drugs and alcohol.
What are the aims of the Community Policing Fora?
  • To provide the community and state agencies with an opportunity to identify and address local drug and alcohol problems and related anti-social behaviour in a coordinated way.
  • To improve community development, particularly in relation to drug and alcohol problems and improve the quality of life for local residents.
  • To improve communications between state agencies, local authorities, the Gardai and the local community.
  • To reduce fears and address concerns in relation to drug dealing and associated anti-social behaviour.
  • To establish links with the Joint Policing Committee and provide them with information relating to localised
    issues in both Swords and Balbriggan.
Public Meetings
  • The CPF will hold a series of public meetings, in areas of priority in both towns.
  • Members of the public encouraged to attend and bring to light any issues they may have regarding community safety.
  • In attendance will be members of An Garda Siochana, Fingal County Council and Elected Local Representatives.
Community Policing Forum Board
  • Forum Boards consist of a number of community reps., senior representation from the Local Authority, An Garda Siochana, and Local Elected Representatives along with an independent Chairperson.
  • The Board meets quarterly to discuss and resolve issues brought forward by the community reps and conveyed by residents at public meetings.
  • Feedback on all issues that have been discussed at the Forum Board meeting will be provided by community reps. and the CPF.
